Rapid changes in information technology (IT) and a growing downward tendency in the cost of computer hardware, involve the use of IT in the university libraries excessively. University libraries have to make some changes in their organisational processes and bodies in order to be able to use the technology effectively. In this sense, the aim of this study is to determine the university library managers' opinions in Turkey on the effects of ITs on planning and organisation which are the basic managing functions and is to determine if these effects have meaningful differences according to personal and organisational variables. This study aims to light the way for other studies in the field since it is the first example in this field.
