Abstract

Social housing is increasingly understood beyond dwelling provision, affordability and tenure. It functions as a socio-spatial infrastructure that shapes access to mobility, services, social interaction and urban opportunity. This article examines the urban inclusion capacity of three social housing estates in Diyarbakır, Türkiye: Çölgüzeli TOKİ, Memur-Sen, and Şilbe TOKİ. It applies a comparative, multi-scalar space syntax analysis based on angular segment measures of integration, choice and depth at local, intermediate and global radii. The analysis evaluates how each estate supports everyday accessibility, route mediation, movement-based encounter and connection to the wider city. The findings identify three distinct configurational patterns. Şilbe TOKİ records the highest mean integration and choice values across all scales. Çölgüzeli TOKİ shows lower mean values but the highest minimum integration values. Memur-Sen combines very low minimum values with strong local maxima. The results demonstrate that comparable housing frameworks generate distinct distributions of network accessibility and route mediation. These configurational attributes are examined within the broader conditions through which housing environments mediate everyday mobility and connections to urban opportunities. Their implications for housing justice remain contingent on affordability, tenure stability, household resources, service provision, employment accessibility, housing quality and residents’ lived experience.
