The international refugee law regime envisages no predictable or fair burden and responsibility-sharing system, and this has pivotal importance for the protection of refugees. This shortcoming has become more evident, especially with the influx of refugees originating from Syria, with millions of people taking refuge in geographically close regions. The Global Compact on Refugees was signed to remedy this gap with the aim of establishing an international system to share the burdens of the states that are hosting the world’s refugees.Meanwhile, Turkey is currently hosting 3.7 million Syrians under temporary protective status, which provides groupbased protections to persons who have left their state en masse and are in urgent need of protection. Turkey granted temporary protection status to Syrians with the foresight that the civil war would end soon; however, no improvement hasoccurred regarding the conditions in Syria even after a decade, nor is it expected in the foreseeable future. Accordingly, the temporary protection status that Turkey had applied in accordance with international standards and that provides many services should be terminated due to a reasonable period of time having been exceeded, and durable solutions should be provided, such as returning them to their country of origin, resettling them, or integrating them locally. This paper focuses on the question of whether the Global Compact on Refugees, which is dedicated to create a new burden-sharing framework regarding the refugee law regime, and its accompanying mechanisms are adequate for providing efficient long0term solutions for Syrians in Turkey.
