During the last period of the Ottoman Empire, serious efforts were made to increase agricultural production and productivity for the development of the country. Sultan Abdülhamid II was the one who made development in agriculture a state policy with his program of “creating a contemporary literature on agriculture, institutionalizing agricultural education and organizing agricultural fairs”. In this study, the formation phase of these three policies is discussed and agricultural practices during the reign of Abdülhamid II are analyzed. For this purpose, agricultural journals of the period, which are considered as primary sources in historical research methods, were used. Thus, it is presented that Abdülhamid II, to increase agricultural culture and agricultural entrepreneurship, published and supported the first Turkish agricultural journals and established a translation room to translate agricultural books in foreign languages. Similarly, the first solutions to the first entrepreneurial problems of Turkish agriculture are listed and an attempt is made to inspire today. Examples of the works of names such as Edhem Nejad, former governor Hüseyin Kazım Kadri, Hamdullah Emin Pasha and Rahmi Bey, Governor of the city of Aydın, who devoted their lives to increase entrepreneurship in the Ottoman Empire, were given. In summary; the study, which is original in terms of presenting a holistic perspective on the agricultural activities of the period through periodicals that best reflect the period, brings the concept of the Ottoman Agricultural Revolution to the agenda for the first time and invites us to think about the question of why these revolutionary efforts did not fully achieve their goals and the answers to it.
