Predictive Power for Humanitarian Relief

This chapter explores how big data, artificial intelligence (AI), and predictive analytics are transforming humanitarian relief from reactive response models to anticipatory supply chains. By leveraging technologies such as machine learning and Bayesian forecasting, humanitarian organizations can enhance situational awareness, improve demand prediction, and optimize last-mile delivery. The study also addresses decision-making under uncertainty through the lens of the value of information (VoI) and forecast-based financing. Despite these advancements, implementation challenges remain—ranging from data fragmentation and ethical concerns to technological and cultural barriers. To overcome these issues, the chapter proposes strategic enablers including data literacy training, ethical AI governance, and inter-agency collaboration. A concluding roadmap outlines key steps for integrating predictive analytics into humanitarian logistics for more timely, efficient, and inclusive crisis response.
