List is the most important advocate of protectionist customs in Germany in the first half of nineteenth the century. List buys into the notion defending that there is not any political and economic law relevant to all times and people by contrast with the idea of Classic School’s individual remark. He pioneers the History School with this notion. Taking care of history and seeing nation as a living organism is the most significant difference between List and Classics. List adopts the idea of protectionist customs; theory of development stages constitutes List’s starting point of trade politics. It is also seen that List and Classics have different notions about productive powers. While List defends that welfare of a nation depends on its ability on “production of values”, Classics advocate that welfare of a nation depends on to “have values”. National economy can reach a higher level of development by developing their own protective powers using protective precautions. This study seeks to draw the foundation of List’s theory and compares it to the Classics’ values.In this article, the purpose of List is to try to evaluate critically from the classical doctrine and the basic framework of theory of place and importance in thought history.
