Smart Cities: Analysis of the EU and Turkey Yrd. Doc. Dr. Ismet Akbas Cankiri Karatekin Universitesi, ismetakbas@gmail.com OZET Akilli kentler, geleneksel aglari ve hizmetleri, yenilikci dijital teknolojilerin kullanimi yoluyla daha verimli hale getirerek, kente yasayanlarin, kamu idarelerinin ve ozel sektorun yararina daha kapsamli, surdurulebilir ve baglantili (network) kentler yaratmaktadir.  Akilli sehirler, ekonomik, sosyal ve cevresel kaynaklardaki sinirliliklar ve gelecek kusaklarin ihtiyaclarini da dikkate alarak yasam kalitesini gelistirme amacini tasimaktadir. Son yillarin teknolojik yenlikler ve gelismeler, akilli sehri icin uygulanabilecek cok sayida cozum ve urun gelistirmeyi uygun kilmistir. Bu urunler, ulasim, enerji, saglik, su ve atik gibi alanlarda kentsel islev yonetimini iyilestirmek icin bilgi iletisim teknolojilerini kullanmaktadir. Bununla birlikte son yillarda kentlerin ortaya cikan ekonomik beklenti ve cesitli alanlardaki ihtiyaclarin (ulasim, enerji, barinma vb) ortaya cikmasiyla birlikte akilli kentlerin sagladigi cozum onerileri ve yeni yaklasimlar akilli kent dusuncesinin yayginlasmasina yardimci olmustur. Bu ihtiyaclarin artmasinda ve sorunlarin derinlesmesine neden olan ise hizli kentlesmedir. Uzerinde tartisilmasi gereken ve sorulmasi gereken sorular;  bugunun akilli sehir uygulamalarini farkli kilan nedir? Akilli sehir konusundaki gelismeler nasil oluyor da bu kadar yayginlasti? Bu calisma ile ozellikle Avrupa birligi ve Turkiye acisindan soz konusu gelismeler cercevesinde akilli kent uygulamalarinin gelisim sureclerinin karsilastirilmasi ve ozellikle Avrupa birligi icindeki ornekler ile Turkiye’deki akilli kent uygulamalarinin karsilastirilmasi yapilacaktir. Bu cercevede akilli sehirlerin performansini belirleyen faktorleri analiz etmek icin istatistiksel ve grafik analizleri yapilacaktir. © 2017 PESA Tum haklari saklidir. Anahtar Kelimeler: Akilli Kent, AB, Turkiye, Kentsel Yonetim ABSTRACT Smart cities create more comprehensive, sustainable and connected cities for the benefit of urban dwellers, public administrations and the private sector, making traditional networks and services more efficient through the use of innovative digital technologies. Smart cities are aiming to improve quality of life by taking into account the limitations of economic, social and environmental resources and the needs of future generations. Technological innovations and developments in recent years have made it possible to develop a large number of solutions and products that can be applied to the intelligent city. These products use information communication technologies to improve urban function management in areas such as transportation, energy, health, water and waste. However, with the emergence of urban economic expectations and needs in various fields (transportation, energy, housing, etc.) in recent years, the solutions proposed by smart cities and new approaches have helped spread the idea of the smart city. It is the rapid urbanization which increases these needs and deepens the problems. Questions that need to be discussed and asked; What makes smart city applications different today? How are the developments in the field of the smart city becoming so widespread? This study will compare the development processes of smart city applications especially in the context of European Union and Turkey and compare the examples in European Union with smart city applications in Turkey. In this framework, statistical and graphical analyzes will be conducted to analyze the factors that determine the performance of smart cities.
