Today, migration emerges as a multidimensional problem. The civil war and economic and social conditions of the countries cause people to leave their own countries and go to other countries. This study tries to analyze the problems encountered by Khaled who fled from the çivil war in Syria through Giorgio Agamben’s homo sacer conceptualization in the movie “The Other Side of Hope.” Homo Sacer appears as a figure in Ancient Roman law where the sanctity of human life was stated for the first time. Homo Sacer, a person who is not sacrificed but whose murder is not considered murder or crime, also becomes the target of the biopolitical practices of power. Giorgio Agamben, who carries the concept of Homo Sacer to the field of contemporary politics, states that the biopolitical practices of the governments prepare the ground for producing homo sacers. It is stated that homo sacers are needed to ensure the continuation of power and that every human being can become a homo sacer today. As the most biopolitical place created in history, the camp also functions as the place where homo sacers are placed. The study tries to analyze how the field of politics produces refugees as modern homo sacers over Agamben’s homo sacer conceptualization in the movie “The Other Side of Hope.” In this context, the study concludes that the contemporary political field reveals refugees as modern homo sacers in the movie.
