Beyond borders: how does the Mevlana Exchange Program contribute to the soft power projection of Turkey?

This study investigates the Mevlana Exchange Program as a soft power mechanism in Turkey’s higher education system and public diplomacy. Using a qualitative case study approach, interviews were conducted with 25 international students before, during, and after their mobility experience. Findings showed that initial concerns about language barriers and cultural differences were replaced by favorable perceptions of Turkish culture, education, and hospitality. Participants reported improvements in intercultural communication, academic integration, and cultural appreciation. The programme strengthened cross-cultural connections and enhanced Turkey’s international image. These results highlight the Mevlana programme’s potential to foster relationships and advance Turkey’s soft power strategy.
