TDT Üyelerinin İş Birliklerinde İşlevsel-İnşacı İşbirliği Modeli: Budapeşte Gayriresmi Zirvesi Bağlamında Bir Değerlendirme

The study highlights that the pragmatic and functional cooperation developed among the members of the Organization of Turkic States (OTS) in sectors such as energy, transportation, digitalization, and defense will, over time, evolve into the construction of a shared cultural and societal identity. Based on this identity, institutional deepening and political convergence will become attainable. Initiatives such as the common alphabet project, educational programs, media ventures, and youth exchange activities serve as the building blocks of a multidimensional interaction in which functional cooperation transforms into a normative identity. Furthermore, institutional structures such as TURKSOY, the Turkic Investment Fund, and the Ahmet Yesevi and Manas Universities guarantee the sustainability of this process. Through the proposed Functional–Constructivist model, the paper offers a normative integration framework that fosters not only interest-based intergovernmental cooperation but also a collective sense of “we-ness” and shared belonging among the peoples. Surpassing the limitations of European Union-centered theories of functionalism and social constructivism, this model synthesizes the "spill-over" mechanisms of neo-functionalism with the identity and norm-producing capacity of social constructivism. It designs a framework that intertwines the technical and societal dimensions of integration, thereby introducing a new paradigm. Within this context, the model provides a comprehensive and flexible framework that addresses the explanatory deficiencies of classical theories. As such, it contributes original and practical insights to the international literature by conceptualizing the OTS not merely as a platform for regional technical cooperation, but as a culturally grounded model of regional integration that institutionalizes cooperation in cultural, economic, and political spheres. The paper will evaluate the decisions taken at the Informal Summit of the Organization of Turkic States (OTS), held on May 21, 2025, in Budapest, Hungary, within the framework of the functional–constructivist model.
